It’s pretty standard in newly built homes to have a manifold where you can shut off individual plumbing locations without having to shut the water off at the meter and to the whole house. Whenever we install new plumbing I always install accessible shut off valves for the location we are working on. Here are new valves for the shower in our master bath renovation. In the future if the shower needs to be serviced by the next person (or us 😉) they can shut off the water to just the shower. Next week we’ll be doing this to the 2 vanity sinks and toilet. That way each plumbing fixture can be shut off individually.
